Unified Carrier Registration (UCR) Service

Unified Carrier Registration (UCR) Service

Most interstate carriers are required to register and pay fees annually under the Unified Carrier Registration Agreement before operating. This is done by filing a UCR application with the state your company is based in. If your company is based in a non-UCR state, you’ll need to file with a neighboring state.

UCR Fees

All interstate, for-hire property and passenger carriers, and exempt motor carriers operating CMVs must register annually and pay UCR fees based on the number of commercial motor vehicles they operate in interstate commerce. The UCR fee is payable to the carrier's base state.

Unified Carrier Registration (UCR) Service FAQs

The Unified Carrier Registration (UCR) filing period for 2025 ends December 31, 2024.

It applies to interstate for-hire property and passenger carriers; exempt for-hire carriers; private property carriers; and interstate freight forwarders, brokers and leasing companies.

Carriers from Canada or Mexico operating in the U.S. are also subject to the UCR registration.

Annual fees are based on the number of commercial motor vehicles a fleet operates in interstate commerce. This fee is payable to the carrier's base state. Our team can help make sure you have an accurate count of vehicles so you don’t overpay or underpay.

If you’re operating in a non-UCR state, we’ll help you determine the best state for your company to file with.

As a UCR registrant, you’re required to preserve the UCR records upon which your annual applications and renewals are based for two years from the due date or filing date, whichever is later, plus any time period included as a result of state decisions or inquiries. Records may be kept on paper, computerized or a condensed record storage system.
