Transport Canada introduces a new Client Identification Database

In response to regulatory requirements, Transport Canada is introducing a new registration database called Client Identification Database (CID) for select persons or organizations involved in importing, offering for transport, handling, or transporting Dangerous Goods (known as DG activities).

What is the Client Identification Database?

Public safety depends on Transport Canada knowing DG activities in Canada so they can mitigate risks. The Client Identification Database (CID), if applicable to an operation, will allow persons or organizations to register and will collect information about their DG activities. Transport Canada will use the database to better assess risk, enhance overall safety measures, and facilitate effective communication and collaboration between Transport Canada and registered persons or organizations.

The CID will help Transport Canada:

• Identify and communicate with the stakeholders involved in the transportation of dangerous goods activities.
• Assess the risk and impact of the transportation of dangerous goods activities on public safety and the environment.
• Enhance the oversight and enforcement of the transportation of dangerous goods regulations and standards.
• Support the development and implementation of safety and security measures and programs for the transportation of dangerous goods.

New registration requirements

According to Transport Canada, the new registration requirements are:

• All persons or organizations who import, offer for transport, handle, or transport dangerous goods in Canada must register with Transport Canada through the Client Identification Database (CID) by October 25, 2024.
• The registration is valid for three years and must be renewed before the expiry date.
• The registration fee is $250 CAD for the first year and $100 CAD for each subsequent year.
• The registered persons or organizations must provide information on their dangerous goods activities, such as the mode of transport, the type of activity, and the classes and divisions of dangerous goods.
• The registered persons or organizations must also update their information within 30 days of any changes or modifications to their activities or contact information.

Resources to assist

Transport Canada has provided a host of resources to assist organizations in determining whether registration is required. Carriers are strongly encouraged to review the details to determine if registration is required of their operations.
