Maine published private PFML plan information

Description of change: The Maine Department of Labor now has employer guides for both fully insured private plans and self-insured private paid family and medical leave (PFML) plans, as well as the application for a self-insurance plan substitution.
The guides include the following:
- Which plans do not constitute an equivalent plan.
- The steps involved for each type of plan.
- Ongoing employer obligations.
