Entry level driver training rules are here

Barring any last-minute delays, the new entry-level driver training rules are in full effect as of February 7, 2022.

Under the rules in 49 CFR Part 380, drivers will need to complete a course of training before the state will allow them to take the necessary skills test to obtain a:

  • Class A or B commercial driver’s license (CDL)
  • School bus (S) endorsement
  • Passenger (P) endorsement
  • Hazardous materials (H) endorsement (knowledge test only)

The required training must come from an entity appearing on the FMCSA’s Training Provider Registry (TPR), available online at https://tpr.fmcsa.dot.gov. Training consists of classroom (theory), range, and public-road training (though only classroom training is needed for the H endorsement).

Exemptions

The following drivers are exempt from the new training requirements:

  • Drivers who already hold a CDL, learner’s permit (CLP), or an S, P, or H endorsement as of Feb. 7, 2022, unless seeking an upgrade or if the CLP expires before the driver gets a CDL.
  • Any drivers for whom the state has waived the CDL skills test (see §383.77).
  • Drivers seeking to remove a restriction (see §383.135(b)(7)).
