EPA Final Rule: Protection of Stratospheric Ozone: Listing of Substitutes Under the Significant New Alternatives Policy Program in Commercial and Industrial Refrigeration

Pursuant to the U.S.Environmental Protection Agency’sSignificant New Alternatives Policyprogram, this action lists severalsubstitutes as acceptable, subject to useconditions, for retail food refrigeration,commercial ice machines, industrialprocess refrigeration, cold storagewarehouses, and ice skating rinks.Through this action, EPA isincorporating by reference standardswhich establish requirements forcommercial refrigerating appliances andcommercial ice machines, safe use offlammable refrigerants, and safe design,construction, installation, and operationof refrigeration systems. This action alsoexempts propane, in the refrigeratedfood processing and dispensing end-use,from the prohibition under the CleanAir Act (CAA) on knowingly venting,releasing, or disposing of substituterefrigerants in the course ofmaintaining, servicing, repairing ordisposing of an appliance or industrialprocess refrigeration, as theAdministrator is determining, on thebasis of existing evidence, that suchventing, release, or disposal of thissubstance in this end-use does not posea threat to the environment.
