EPA Final Rule: Greenhouse Gas Reporting Rule: Revisions and Confidentiality Determinations for Petroleum and Natural Gas Systems

The Environmental ProtectionAgency (EPA) is amending requirementsthat apply to the petroleum and naturalgas systems source category of theGreenhouse Gas Reporting Rule toensure that reporting is based onempirical data, accurately reflects totalmethane emissions and waste emissionsfrom applicable facilities, and allowsowners and operators of applicablefacilities to submit empirical emissionsdata that appropriately demonstrate theextent to which a charge is owed underthe Waste Emissions Charge. The EPA isalso amending certain requirements thatapply to the general provisions, generalstationary fuel combustion, andpetroleum and natural gas systemssource categories of the Greenhouse GasReporting Rule to improve calculation,monitoring, and reporting of greenhousegas data for petroleum and natural gas systems facilities. This action alsoestablishes and amends confidentialitydeterminations for the reporting ofcertain data elements to be added orsubstantially revised in theseamendments.
DATES: This rule is effective January 1,2025, except for §98.233 (amendatoryinstruction 12), §98.236 (amendatoryinstruction 16), and §98.238(amendatory instruction 19) which areeffective July 15, 2024. Published in the Federal Register May 14, 2024, page 42062.
