ELDT effective date around corner

January 4, 2022

The new entry-level driver training (ELDT) rule takes full effect on February 7th. Before any driver may obtain a Class A or B CDL or a hazmat, passenger, or school bus endorsement, the driver must complete a training program provided by an entity listed on the FMCSA’s Training Provider Registry. The registry ensures that entry-level CMV drivers complete training as required by the rule.

The ELDT regulations are not retroactive, however. Individuals issued a CDL or an S, P, or H endorsement prior to Feb. 7, 2022, are not required to complete training for the respective CDL or endorsement. If an applicant who obtains a CLP prior to Feb. 7, 2022, obtains a CDL before the CLP or renewed CLP expires, the applicant is also not subject to the ELDT rule. Moreover, any individual who meets an exception for taking a skills test in 49 CFR 383 is exempt from the ELDT rule.
